Animal Birth Control (ABC) Programme
As part of the measures undertaken by Thalappalam Grama Panchayat for street dog population control, the public participation committee has been reconstituted to facilitate the effective implementation of ABC programmes and ensure the safe care of rabies-infected dogs.
Committee Composition and Members
- Grama Panchayat President
Provides overall guidance and coordination of activities. - Vice Chairperson
Discharges the responsibilities of the President in the President's absence. - Secretary
Responsible for convening meetings, providing appropriate directions and facilitating discussions. - Representatives of Various Political Parties
- Veterinary Surgeon
- Medical Officer, PHC
- Senior Health Inspector
- CDS Chairperson / Vice Chairperson
- Representatives / Members of the Cemetery Protection Committee
If such a committee exists within the Panchayat, its members; otherwise, volunteers from neighbouring areas. - Four Volunteers from Different Wards
- Police Officer from the Area under the Panchayat's Jurisdiction
- Legal Advisor
Any advocate included in the Standing Counsel panel of the Hon'ble Kerala High Court / Munsiff Court / Tribunal.
Legal Basis: The public participation committee has been reconstituted in connection with the activities of the Panchayat-level committee constituted under Rule 4 of the Animal Birth Control (Dogs) Rules, 2001.
